Police Department
16 full-time officers and one K-9 staff the Jefferson Hills Police Department. The borough's Interim Chief of Police is Martin F. Reagan.

The department participates in a number of programs and collaborations. They include:

  • The department participates in the DARE (Drug Abuse Resistance Education) Program, which is targeted at fifth grade school students. The program will soon expand to all elementary levels.
  • The department is actively involved in the TUPPER project, a collaborative effort which includes police departments from nine nearby communities. Under this project, all participating departments can access regional criminal information instantly.
  • The department is a member of the Pennsylvania Attorney General's Regional Narcotic Task Force.
  • The department is a member of the South Hills DUI (Driving Under the Influence) Task Force.

Police Officers are hired under Pennsylvania Civil Service Rules and Regulations. Under this system, an application and testing process is conducted every two years. From this process, an eligibility list is compiled. When a vacancy occurs in the department, the eligibility list is utilized to fill the position. The minimum age for eligibility is 21 years old. The applicant must also be Act 120 certified.

Fire Protection
Three independent fire companies under the umbrella of a unified fire organization serve Jefferson Hills. The three companies have mutual aid pacts with all of the immediately adjacent South Hills communities. The National Board of Fire Underwriters has established a maximum distance of four (4) miles between a residence and a fire station. All existing and future residences in the borough are within that recommended distance. The recommended distance for high value commercial uses, such as shopping centers, is one (1) mile; for all other commercial areas, the recommended distance is three (3) miles. All existing and future commercial areas are within the recommended distance. The location of the fire houses are:

  • Floreffe Volunteer Fire Company - State St.
  • Gill Hall Volunteer Fire Company - Gill Hall Road
  • Jefferson 885 Volunteer Fire Company - Route 885

Emergency Medical Services
The Jefferson Hills Ambulance Association, Inc, which is located at Jefferson Regional Medical Center on Coal Valley Road provides emergency medical services to borough residents. Their address is 575 Coal Valley Road, Jefferson Hills, PA 15025-3730. The Ambulance Service also has a substation at the Jefferson Fire Rescue Station located at State Route 51.

Community Meeting Rooms

Meeting Rooms
The Community Meeting Room is located on the second floor of the Municipal Center. Consisting of 5,000 square feet, the room can be sectioned off for two simultaneous events. A kitchen facility is located near the entrance on the Library side of the building.The Community Meeting rooms are intended for meetings and other uses consistent with an office building. Parties are not permitted by individuals or groups which do not regularly use the room. Application and the Rules and Regulations for the use of the facility must be made and are available from the Building Inspection Office.

The Community Meeting Rooms are only for the use of Borough based or related groups or organizations, such as the Library, Baseball/Softball, Soccer, Women's Club, Democratic Party, Republican Party, Auxiliary Police, AARP, Scouting, Jefferson Fire Rescue, etc. There is no charge for the use of the rooms by these permitted groups or organizations.

If a permitted group or organization will be using the rooms for a holiday party, card party or similar use where food is served, the group or organization will be required to post a deposit which will be returned if the facility is left clean, garbage taken out and no damage has occurred. Trash Removal/Recycling

Residential Garbage Collection
All garbage/refuse should be placed at curbside, no earlier than 5:00 PM on the day proceeding the day of pickup. Except for holiday weeks, collection is on the same day – Wednesday – year-round.

Items should be placed within five feet of the curb. No building materials (i.e. wood, concrete, dirt, stone, etc.) will be collected. Tree pruning branches should be tied and bundled in three-foot lengths. Also, discarded carpeting should be rolled and tied. Refrigerators, freezers and air conditioners placed for collection must have had the refrigerant removed and a recovery sticker attached in accordance with Federal Law. Doors must be removed.

New Year’s Day, Memorial Day, July 4th, Labor Day, Thanksgiving and Christmas are observed by the Borough’s contractor as holidays. If one of these holidays fall on Monday, Tuesday, or Wednesday, residents will have their materials collected early on Thursday.

In order to avoid an increase in taxes, the Borough Council was obligated to impose a user fee of $25.00 per quarter. A discount of $12.50 per quarter is available to senior citizens that meet the Pennsylvania PACE Program income requirements. Contact the Borough Administration Office for details.

State Laws now prohibit the collection and disposal in landfills of grass clippings and leaves. The Borough has a leaf collection program. On three dates in the fall, leaves are collected; the exact dates are announced in the Borough Newsletter.

Recycling
The Borough of Jefferson Hills operates a Recycling Program with twice-monthly pickup on your regular garbage collection day.

Items to be recycled are clear and all colored glass, aluminum and bimetal cans and plastics bearing symbols PETE and HDPE, 1 and 2. Bottles and jugs are collected. The items to be recycled must be placed in the brown recycling container supplied by the Borough. The borough is also once again recycling newspaper. Recycle all paper that comes with the daily and Sunday editions including inserts. Do not recycle junk mail or telephone books. Place in a brown paper bag (no plastic bags) or under the brown recycling container.

Extra recyclables may be placed in a rigid plastic or metal container, which bears a sticker that identifies it as recyclables. The stickers are free and available at the Borough Office. The Borough has also established a drop off center located on the lower level parking lot at the Municipal Center, 925 Old Clairton Road.

The brown recycling bin remains the property of the Borough. In the event a property owner moves, the recycling container must be returned to the Municipal Center in a clean, reusable condition or a form completed transferring ownership to the Buyer. If the above is not done, the Seller of the property is assessed a nonrefundable fee of ten ($10.00) dollars.

Building Permits

As part of the Borough’s responsibility to oversee and regulate certain activities within the community and assure that these activities are not detrimental to others, permits are required in order to undertake specific actions. Some permit costs vary with the size of the project, while others are set, fixed fees. The following list is not all-inclusive, but provides examples of the types of permits required in Jefferson Hills. For additional information, contact the Borough’s Building Inspection Office at 412-655-7760.

Building Permit This is required of any project which results in a change of lot coverage for any structure or which changes the structural integrity of a structure. Examples of projects requiring permits are storage sheds, decks, porches, swimming pools, building additions, replacement windows or siding. Special conditions must be met if a building permit is sought for a project within the flood plain. Flood plain maps are available at the Borough Offices. The fee for a permit for new residential construction is determined by the square footage involved. Cubic feet determine the fee for commercial projects.

  • The applicant will need the following when applying for a building permit:
    1. Application
    2. Certificate of Insurance for Worker's Comp - if someone other than the homeowner is doing the work.
    3. Plot plan of the property showing where the pool, shed, fence, deck, etc. will be.
    4. Drawings for what they are doing if applicable. If new construction, 2 stamped copies needed.

Grading Permit This permit is required when a proposed project will disturb the natural terrain, alter the flow of storm water, involve more than 1,000 cubic feet, or involve filling greater than four feet. In certain cases, an erosion and sedimentation plan may also be required.

Minor Grading Permit All new construction requires a Grading Permit

Demolition Permit This permit is required if a structure, or portion of a structure, is to be removed from a site within the Borough.

Sign Permit Permits are required of any business erecting signage within the Borough. Signage is not permitted in certain zoning districts.

Fence Permit A permit is required before erecting a fence. No fences are permitted in front of the house. Along the side, the fence can be four feet high. Special rules apply with respect to swimming pools.

Street Maintenance

Jefferson Hills owns and maintains approximately 42.54 miles of borough streets. Street maintenance efforts include reconstruction, resurfacing, sealing and snow removal. The borough participates in the Pennsylvania Department of Transportation’s (PENNDOT’s) Liquid Fuels Program which sets aside funds from municipalities to maintain their streets. The borough utilizes these funds, along with other borough funds, to complete a street program each year. The goal of the borough is to revitalize all public streets to modern suburban specifications, including the installation and/or upgrading of storm sewers, particularly on the existing streets where storm sewers do not exist.
